Orchestrate.Agency engages directly in the policy and legislative processes shaping how AI is governed. Below are our formal submissions to national and international consultations, prepared with our partners, setting out a consistent position: that governance should be embedded in the AI stack, that communities should author the rules high-stakes systems must follow, and that the burden of proving compliance should rest with the providers deploying those systems, continuously and with verification.
A Joint Submission with FMC Advocates LLP and Digital Ethics Hub for the Senate Standing Committee on ICT.
A clause-by-clause memorandum and set of proposed amendments to Kenya’s draft AI Bill, addressing institutional design, risk classification, and the allocation of responsibility across the AI value chain. Its central recommendations introduce continuous post-deployment monitoring and community stakeholder input for high-risk AI systems, shifting the onus of demonstrating compliance onto providers and deployers.

A Joint Filing to the Kenya State Department for ICT & the Digital Economy, with FMC Advocates LLP and Digital Ethics Hub
A memorandum and comments matrix on the Ministry’s draft national AI policy, focused on legal certainty, institutional sequencing, constitutional safeguards, and accountability. It recommends that the policy’s legislative framework require continuous, verifiable post-deployment compliance for high-risk systems, not one-time approval, with affected communities given a role in the governance standards that apply to them.

At this Global Dialogue we set out the case for a decoupled “Governance Layer” that lets communities turn local laws and values into machine-readable, enforceable rules for AI systems in high-stakes sectors. It argued that international cooperation should shift the onus onto AI providers to demonstrate real-time compliance with these community-authored standards as a condition of deployment.
